The Sega-CD version had speech. Apparently there are programs out there for extracting the speech from the sega-cd version.

The game may also have Redbook audio tracks with improved music (at least the FM Towns version did).

Is there anyone out there thinking of making a mod or hack to combine the speech (and maybe the improved music) into the PC version? Another music improvement to look at possibly is the updated sountrack from Kilrathi Saga version. It would make a kind of ultimate version of the game!

A hack/mod for Wing Commander II to add FM Towns redbook audio or the Kilrathi Saga updated soundtrack might improve that game as well.

Another game that could be improved and make an ultimate edition by doing this would be to combine the speech from the SEGA CD version of Rise of the Dragon with the vga/uncensored graphics of the PC version.
Such a hack/mod would be tough without the game source code. Perhaps someone will begin a petition to ask for the source to be released.
Apparently there was a group in WCNews that was looking into developing a patch back in 2010 or 2011 or so. But then discussions kind of dropped for no reasons. I'll see if I can post links to the discussions I found later.

Note, that the Wing Commander source code may have been lost.

Edit:

Apparently they later got a copy of the source code;
