I'm trying to make a munchkin hero.
Training skill gives bonus to ability points when you level up, for example once you get training 19 you should get +2, according to game documentation.

Does this work when I reach training 19 with items?

Related question: is it possible to get the "Minor item" and "Major item" spells via spell research in human library building?

I don't know about the AP bonus question, but it is possible to get the Item spells at the human library if you are persistent and/or lucky.
I think the effects from Items work only during battle, so Training raises the XP for produced units but not the Heroes AP. I'm not totally sure about this, didn't check for sure (same for Hero bonus XP). Likewise Command bonus from items does raise Army Points, Command Radius and Morale buff duration, but doesn't effect the size of your retinue (the number of leveled units you can keep after the battle).

Much more important:
Magery on items has very little effect. It doesn't raise you max Mana (though Health buffs from items raise your HP). It does effect Mana regeneration, but at least in campaign this is neglectible. 1 Mana in 2 Seconds seems to be the highest rate you can get (at least I didn't got anything better even with high differences in Magery skills). This cap is quickly reached by obtaining all campaign buffs for mana regeneration (for a total of x3). In fact a Hero with tripled regeneration needs just 21 Magery to regen 1 Mana in 2 seconds. However Magery also grants a cast bonus which is fully applied, but as you also can get casting bonus on items, this is much better for casters. This makes Magery the weakest effect on items.

You can learn Minor and Major Item from your Library . Sadly the cast on learned spells is always 10, this can't be raised by casting buffs or magery, the only way to raise this is by learning the same spell several times (+10 cast each time). So if you learn Major Item your success rate will be 40% (cast 10 -4 for this specific spell).

It does, but only in the next mission.
This is how it works with e.g. Health for me. An item with Health-Bonus increases the Health stat instantly, but the hitpoints will raise only for the next battle (though I haven't checked if save/reload during battle might do the trick as well). Which is btw abusable as you can unequip all Health-Items and still keep the bonus for that battle (just equip them again before the end of the battle).

Maybe it's just on my site, but Magery definately doesn't work for me like that. I took a lot of data and for example had an Human Alchemist on L20 with +12 Magery raising his stat from 32 to 44. Every point of Magery above 30 should give +5 Mana, but this char had only 180 Mana which is the correct amount for 32 Magery and +20 Mana from campaign bonus. These numbers stayed the same for several battles and checking all my other chars with high Magery buffs showed all the same results (also for more than one battle each).
Regarding the OP's question, i did some testing and it seems that no, +training bonuses from equipped items wont afford more Aps on the level up screen, so u can level happily without first having to get a full +training set.

This btw seems to be consistent with the fact that if u hold right-click on ur hero portrait in the hero selection screen to view their stats, the values shown are not augmented by equipped items. The same seems to apply on the stats shown in the level-up screen; no item bonuses are counted for, hence why +training bonuses dont apply during level-up.
I can confirm that training from items for skill points does not work. Only from STR/INT and the training skill either by investing directly or purchasing class specifics such as a fighter or shaman has.

Can you all please clarify this about magery and health from items? What is increased and what is not increased from items for magery and health?
