Yes, in the single player game, instead of choosing the campaign, choose 'custom scenario'. There you can select: the map, number of opponents, your race, starting resources, etc. Keep in mind that you will have no allies, unless you create them in the map editor.

Watch out ! All AI are allied in custom scenario.
