Changing history of a character allows you to max out all attributes, abilities and disciplines. Points that you would've spent before changing don't reset, and you receive new ones ready for distribution.

hello,
It's a know bug for almost 15 years that i remember. It's not really game breaking, you can just leave the character création and restart a fresh one.
