When I try installing part 2 of Vampire The Masquerade: Bloodlines from GOG it stops around 1.6 G.B out of the full 2.2 G.B and then when I try and download the game from the GOG launcher it tells me to run an integrity test and when I did it says "The following files are damaged: setup_vtm_bloodlines_2.0.0.7-1.bin" and this has happened twice now. It may have to do with my horrible download rates, mostly getting 130 KB/s as the highest. Has anybody had this problem or is it just from my slow download rates?

When you say "When I try installing part 2 of Vampire The Masquerade: Bloodlines from GOG it stops around 1.6 G.B out of the full 2.2 G.B" I think you mean 'downloading', not 'installing'. Right?

If so, the first thing to try is disabling your anti-virus when you do the download part. It might go faster and it might complete.

The second thing to try is to start the download before you go to bed and let it go all night. Sometimes GOG downloads take absurd amounts of time for some people.

And PS: if the download does not complete, then there is no reason even to try to install it.

-edit- Also, GOG has 3 different ways to download. If the methods above don't work for you, try a different download method. I prefer the old GOG downloader client.
