I am noticing a lot of things missing in this version of this game. I have also noticed that a lot of my abilities are not working or things completely missing from this.

This is wrong, both versions are exactly the same! Except if you used the UP plus on the Steam version, while the GOG version comes with the basic UP preinstalled.

When Jack is teaching you the ropes, there is no officer to teach you different chat responses for persuasion, intimidation, seduction etc. When I give heather my blood the quest log is not updating. Hello? I am the creator of the Unofficial Patch and I restored these things! They are plus patch features and thus not included in the default GOG installation. They are not in the Steam version either, but as you need to use the UP to run that in the first place you probably installed it yourself without knowing the differences...

I thought the patch was now included in the GOG version? At least the version number of the downloaded file (10.2) suggests something like that.

The UP was included in the GOG version from the start, but only the default basic version...

Nobody called you a liar. Wesp there is the creator of the Unofficial Patch (so more than a bit of an authority on the matter)—and as was explained, the UP comes in two versions: Basic / Plus.

• The Basic version fixes a lot of known issues but doesn't add content—that's the version preinstalled in the GOG version.

• The Plus patch makes a number of changes, including restoring removed content—that's the version preinstalled on Steam.

...so they both have the Unofficial Patch installed, just different version's of it.

That's good. That content you're "missing" only exists because of Wesp... so the attitude you got was a little deserved even if you didn't know it. Flying off the handle doesn't help anyone.

You can grab it over on Patches Scrolls. During installation you should select the "Plus" version.

Note: You'll need to replace the basic version with the Plus version. I think there are a couple of threads on the matter already, but start a new one if you need further assistance.

For the download better go to ModDB or Nexus. Wesp can upload new versions there faster.

If you just want to replace the existing base patch with the plus one you can simply install over it.
