Unfortunately, it runs on my notebook without hitch :(
So let's go through some basics:
- do you have any special software running in the background? (Raptr, NVExperience, EVGA Overlay etc - basically anything related to DirectX overlay / screen capturing)
if so, close ^ any of those and as much of unnecessary background applications as possible

For future reference:
when facing such problem an easiest way is to change .exe name to anything else (just adding an '_' wil do) and then try to run it. Any compatibilities / profiles won't be applied to the different filename and it might help to hunt down the culprit ;)
