Originally I couldn't get Urban Chaos to start in 64-bit Windows 8. It would crash pretty much immediately, with a window stating "Unable to display".

Try running it in compatibility mode using Windows 98, and select "Run in 640 x 480 screen resolution". Run the game. In the configuration window that pops up, use the 3D card option (not software), and select 640 x 480 as the resolution.

This worked for me. The audio is crap on all the settings (for me), but it works! :)
