If nothing else worked (like in my case), try this:

You'll need this wrapper

Сopy dinput.dll and dinput8.dll from the Stub folder to your Urban Chaos root folder.

Copy dxwrapper.dll and dxwrapper.ini from the main dxwrapper.zip folder

In dxwrapper.ini set Dinputto8 = 0 to 1

Next install dgVoodoo2 as per usual (copy everything from the MS/x86 folder plus dgVoodooCpl.exe to the Urban Chaos root folder, in dgVooDooCpl.exe set path to the game and desired resolution/antialiasing, press Apply)

config.ini in the Urban Chaos root folder should be OK left on default. Administrative privileges are also optional as it should be working without them. Game launcher should be ok at default if you've set up dgVoodoo, but you can choose Miles Fast 2D audio as it's usually the go-to in older games.

XInput controllers are broken and not easily fixable, so by default keyboard is your best bet. Whatever you do don't remove or change dinput.dll and dinput8.dll in the game root folder as it will break the graphics wrapper we installed earlier.
Tested with dualshock 3 remapped through reWASD, works great.

The game crashes when you restart the mission, but that bug has been around for years. It can be fixed by setting Windows compatibility mode to XP SP2 which will unfortunately break dgVoodoo and the other wrapper so you'll have to make do. As a workaround, Alt-F4 takes you back to the main menu where you can load the game.

I also installed directx_Jun2010_redist.exe and dx61eng.exe (that's directX 6.1) before as a part of trial and error process. It was seemingly useless, so you probably are safe to skip it. Need to mention it just in case.
Anyway, the game should be playable at this point, so you can install some mods:

Widescreen fix. Don't forget to backup your existing file. Password to the archive: pcgw

AI-upscaled textures. It replaces the existing config.ini but changes only one parameter there, you can do it manually without copying the ini if you'd like.

There's also this re-balancing and quality of life mod, but it doesn't work with the widescreen patch (due to the patch using a modified game.exe), and in my case doesn't work at all, lol.

Thanks so much for this! I've been trying to get this game working for a while now, after trying multiple fixes.

Works on Windows 10 also.
Well holy hell this seems like a massive list of things to do. I guess I'll pass on this then, was hoping to get it to work on Win 11 with the remaster mod.

However, you should not change the draw_distance=22 (default it ships with) to any other value in the config.ini. Else, it will not be stable and crash. It looks like you can safely bump the FPS to 60 max with no unintended consequences.
