I put it on my paper doll and double clicked it. The torch lit up but it's still dark.

I can put one on the ground and light it and it gets bright but can I not carry a lit torch?

Make sure you put the torch in the Avatar's left hand (the right hand when you look at the paper doll) and not in the belt or another slot. (see screenshot). When you light it, you should also be able to see the Avatar carrying the torch while walking around.

It provides light in either hand, but you'll only see his sprite carry it when it's in his left.
