I accidentally robbed Fissif in the sewers and he started attacking me. I wasn't sure what happened so I attacked him back, he eventually surrendered, and said he'd go to prison. Later, when I talked to him in jail, my only dialog options were to say I'd arrest him. I did, and then he disappeared.

Did I need him for anything? Can I still complete the game?

He can sell you lock picks and training with lock picks. I believe he is not required for you to be able to beat the game.
