is there any way to play ultima ix in window mode? I'm using win7.

dgVoodoo can do this but the Windows mouse cursor will be visible over the game window.

Not by game configuration.
What you can do is running the game in a virtual machine (e.g. Hyper-V, VMware or VirtualBox).

Or you can run the game in DirectX mode (run FinalSetup.exe and set "Direct 3D") and use this little tool:

I'm having this exact problem atm.
Seems it never got fixed, oh well.

dgVoodoo is pretty great in most cases though.
