Highly recommended if you want the story to make any sense as a continuation of the previous games. One note, turn off the audio dialogue, otherwise you end up reading one thing and hearing another!

I may consider getting this game only if the mods are good/extensive enough. How complete are the ones that attempt to rewrite the story? And are there mods/fixes/patches that get rid of the glitches and crashes (assuming the GOG version hasn't already)?

The unofficial patch (not sure if it is in the GOG version) fixes pretty much all the glitches and crashes. I still had a couple when I played through about 4 years ago, but nothing major.

As for mods being good/extensive enough? IIRC the ones that restore content are still a work in progress. The only one that rewrites the story that I am aware of is the one I linked above and it is complete.

I've been playing with the dialogue/monster/economy patch and so far everything has been working fine for me.
