The Ultima III manual reads "Thou must choose to venture forth alone, in hopes of recruiting retainers once thou arrives in Sosaria. Or, thou may gather together up to three other adventurers of the People who rest here, and sally forth with them at thy side."

This implies that one can ask NPC's to join your party in the game, but is this even possible?

That threw me for a loop the first time I played the game also, but no it's not possible. You'll need to create the characters in the party yourself.
Could be possible that was planned but was scrapped and the docs were never changed, that or it was just a screw up.
Like mcmagi said, no you can't recruit party members. You CAN choose to adventure alone though by choosing "0" for the 2-4 slot numbers when forming a party.
Thanks for answering. I wouldn't care much for adventuring alone. As much as I like it, Ultima III is a bit tedious at times with a full party, let alone a single adventurer. However, I thought it would be cool if you could recruit Dupre, Iolo, and the like.
