I've written a save game editor for UW1 that works in-browser here, tested on the GOG version:

It doesn't have all the bells and whistles, but it has some basic functionality for editing your character. Hope this helps. As always, please make a back up of your save files before editing them :)

I just played around with UW2. This Editor:

uw2edit (just google it as links are not allowed, as it seems, my result was from retroarchive_org)

works great to pimp your character when put in one of your savegame folders and executed when mounting this folder in DosBox. I tried with values set to 60 (even if 30 is the limit) and I have not experienced any issues so far.
