Does the GOG version of UFO: Aftershock use Starforce? There are a few other threads that talk about it, but they don't seem to agree on whether it does or doesn't.

No, GOG Aftershock does not use it, it is DRM-free as it must.
It is patched to be played with Win.7, but I don't think it is patched with the very last 1.3 Aftershock semi-official version.
