Hi all - Recently purchased Two Worlds II and after installing via GoG Galaxy it wouldn't boot either from Galaxy or the actual exe. Sent GoG Support a ticket about it and received a reply. Checking and making sure each step was applied worked for me and now the game boots fine. For me, simply disabling full screen optimization (#5) is what did it. I'll copy and paste GoG's reply for future help to anyone in a similar situation as myself.

OS: Windows 10 Pro 64-bit (1903)

The game requires 9.10.0129 PhysX version. However I highly recommend you to install both 9.10.0129 and Legacy PhysX.

Other than that, please follow these troubleshooting steps:
1) Please make sure that you use "Run as Administrator" to install and to start the game (right-click on the shortcut or setup file and select "Run as Administrator"). If you are running the game via Galaxy, you can skip this step.

2) Please reinstall the game AND add it to your anti-virus/firewall software's exception/trusted list. Simply disabling firewall or AV software could not be enough, since some of these software are running still in background or in services list. If you are using Galaxy, then please add Galaxy as well.

3) Please download and reinstall DirectX Web Installer:
Please have in mind that this will only add DirectX 9.0c to available pool of DirectX libraries, and it will not overwrite your other versions. Some games are not able to utilize newer DirectX libraries, and they require DirectX 9.0c.

4) Please update your graphics device drivers:

5) Please navigate to the game installation folder:
- If the game was installed via Galaxy, please select the game in Galaxy, click on More -> Manage Installation -> Show Folder
- If the game was installed via offline installer, then you will have to manually navigate to the game installation folder, by default it's: C:\GOG Games\game-title\
Once in there find game's executable, right-click on it, and select Properties. In properties window switch to Compatibility tab, and here enable "Disable full screen optimization". Press Ok to apply settings, and try to run the game again.
