When I am moving around out doors as I approach objects they are replaced with high detail versions. Unlike in most games they dont fade in and the transition is VERY VERY noticable. I have draw distance slider all the way to the right. Is this normal? Does this happen to other people? If so I can ignore it, but if there is a way to stop it (like changing some graphical setting ) I would really like to know about it.

I must say that I didn't notice this myself, but it has been MONTHS since I've last played and I did tweak the .ini file and use some of the tweaks through the TW Control Panel.
So check the tweaks in the TWCP and look up info on the .ini file, as you can, probably, adjust it to your likings although if you do too much your video card/CPU may not react well to the changes. (I modified mine initially because of the horrid DoF almost every game seems to use which WAY WAY WAY OVERDOES the blurring of distant objects, so I just turn it off whenever possible.)
