Does anyone know whot this update changes in the game?

tl;dr-version: something important gameplay-wise but not very obvious did not work without Galaxy, there was a quick patch in hope of fixing it before the weekend, it fixed the initial thing but broke most of everything else, the patch was withdrawn, it took a good deal longer to get the (currently latest) patch, the new patch seems to work fine except if you have sandbox hospitals from 0.726 (I don't have any, so cannot elaborate).
