Since the 2.0 patch, I can't play this game anymore. Every about 1 minute, the game freezes for 3-4 seconds, then it resumes. If I go back to 1.4.9, the game works fine.

I've already tried switching between D3D11 and OpenGL, I tried changing every single setting, and I also tried editing the .cfg file with various solutions I found online. The only thing that kinda worked was running the game with affinity 3 (2 cores only); if I do this, the game slows down for a few seconds but doesn't freeze.

My system is:
Windows 10 Pro 64 bit
Intel i7 8700k
64GB DDR4
nVidia GTX 1080 with 399.07 drivers (yes I also tried turning off power saving, no effect)

Have you tried different OS compatibility modes and/or running as administrator? Also, Galaxy's Verify/Repair sometimes helps, if you use one.

Okay I might have found a fix..

Turns out the Audio engine might be bugged causing the framedrops

EDIT:

Turns out it might be audio settings related

In your audio controll panel set sound to be 24 Bit at 48000Hz or 44100Hz see if that works.

Worked for me I own the Steam Version though
