Hi,
I like to share here step by step solution which fix all problems with this game on my PC.
My setup:
CPU: Intel Core i5 2410M 2.3Ghz
GPU: Intel HD 3000
RAM: 8Gb
OS: Windows 10 Pro 64bit 10.0.14393 Build 14393
1. Download and install the game (almost sure it will work for GOG Galaxy client as well)
2. Locate and delete UserConfig2.lua in "%APPDATA%\Tropico 3" directory.
3. Run the game as usual from desktop shortcut.
4. Go to GOG.com website and open Account->Library->Tropico 3 Gold Edition Then select "Serial Keys" from "More" drop down menu.
5. Manually input serial key from page above (or copy paste serial key from GOG website into notepad then copy and paste from notepad into game to remove excess spaces).
6. Enjoy the game.

Here's how to deal with copypaste:

1. Copy from GOG
2. Open notepad or any other simple text editor.
3. Paste. Remove spaces. When you copied the key from GOG it also copied some off spacings from the formatting.
4. Copy from the text editor, pasting it to the game should work now.

yeah i suspect it is because of HTML formatting/etc but i just don't bother to check it. Thx anyways.
