Basically what the topic subject says, there's no or almost no text in-game.
Not for the option menu (or any other menus) and not for the tutorial.

Not entirely sure why that would happen but there are a few things you could try. Redownloading and reintalling it incase something became corrupt in the install, let the installer check intergrety when its done as well.
If your running your windows in norwegian, maybe try changing it to English(US or UK).
Check if it has any config or ini settings which have language choice and change those.
Maybe your missing a font the game uses?
I solved it. The game is set to hardware 3D by default, starting the game in safe mode switches the game to software 3D.
How do you start the game in safe mode? And from Steam?

I wouldn't know... although there should be an option to start in safe mode in the install folder.

I had the exact same problem. After reading this thread, I went into my Tropico 2 directory ( C:\Program Files\Tropico 2 Pirate Cove ) and ran Tropico 2 Safe Mode.bat
After this, simply go into any game mode, press Esc, now go to the Game Settings and make sure your 3D Settings is set to Software.
This fixed the problem 100%
