I saw that some of the choosable character in Tropico 1 like Papa Doc Duvalier, Anastasio Somoza Sr. and Manuel Noriega are missing. Is this some kind of censored version?

My version of Tropico is 1.5.3. Perhaps you're running an older version?
No, I found it out... It's because I wanted to practice my german-skills, so I downloaded the german version, in which they censored some of the dictators... Why they cut Manuel Noriega out and kept Rafael Trujillo in is still a mystery to me.
I can't believe that, why would they do that? You got any source for this alleged censorship? I can find nothing. The german wiki entry for the game lists all the dictators.
No, it's getting better: in the french version they deleted all dictators and re-named Che Guevara "Carlos Gomez"...
A much more serious difference between some of the english-language Tropico 1 versions floating around is whether they have the Tourette Flaw or not (replaced by the Lazy one then)
