I wanted to purchased the new dlc from Tropico 6, and down on the bottom of the introduction page
(in white) saying "Windows Offline installer coming soon", does this means that this dlc will not work right know on my offline PC.

The last couple version I install at the menu that not all extras not available need gog online.

That means you need Galaxy (and a connection) to install the DLC currently, but the game will run even if you're offline after the installation. Now if that PC is never online you'll have to wait a little longer.
