When offline, wireless off etc, the launcher NEVER starts.
You can ONLY start the launcher when you are connected in some way.
The only difference is with the regsvr32 lines done, when you are connected online, the firewall does not detect any outgoing connections. But if you are totally offline, it never starts.
Sadly this does not solve the problem because it means I can never play Tron 2.0 without an internet connection as the launcher never comes up.

Though I think disabling the Games Explorer might have been a better solution if it worked (since this issue will affect certain other games, too) . . . then simply renaming the launcher executable might do the trick?
I mean, the Games Explorer is likely detecting the filename of the launcher executable and then interrupting the game launch based on that. If you rename the launcher from "TRON.exe" to something like "Launcher.exe" or whatever, that might be a simple solution to thwarting the interruption? (You'll also have to create a new shortcut icon in your Start Menu or on the desktop/taskbar.)
Also, in that Microsoft topic, it was mentioned that killing the launcher of a game in the Task Manager and then launching again, might allow it to work. (Because the rundll32 will probably still be running for a while, and a second instance of rundll32 won't start and hook in if you launch quickly enough a second time.)
If worse comes to worst, the game can be started without the launcher. It just acts as a convenient front-end to run the game. But I'll wait to see if simply renaming the launcher does the trick, before getting into that.
