I'm attempting to play TA for the first time but I find it a bit hard on the eyes and I was wondering if there is a mod that enhances the vanilla game.

just an HD version? ... Does not exist.
a) Try TA 3D but need the orignal ISOs and dont work with gog... http://ta3d.org
b)Try TA ESC change the gameplay but upgrade the colors from 256 to 65000 and textures taesc.tauniverse.com

Theres TA Spring games too!
But for actual TA the best for the eyes is probably Total Annihilation Zero. there are other mods too
Personally I find vanilla TA decent enough for the eyes especially if you increase your resolution, also I think colours, full-screen radar (megamap), pathfinding and stuff are all available for OTA too using the unofficial patch
