After spending two months learning and going through trial and error to finally successfully mod Oblivion, I'm not going through that kind of hassle again. Does Torchlight 1 need a similar amount of learning and utilities and all that, or is it a really simple game to mod?

Also, do I need to create an account to download mods from the Torchlight fan site GOG links mod suggestions to?
It's much simpler as the modding tools allow you to just select which mods you wish to use and you don't need to manually copy files, just place them in the right order in the loading list. Some modding sites require a registration but the bigger ones like nexus and moddb should allow you to use the same account.
Thanks, I was hoping it would be simpler!

I'm a bit late, but hopefully not too much! I run the torchlight fansite (Runic Games Fansite). It does not require you to sign up to download anything. However, we've integrated with an awesome mod manager known as ModDrop (http://www.moddrop.com) that will install things easily for you, but that does require a separate account to use. It is free to use though. We've got the largest collection of TL2 mods outside of steam workshop, so its worth using if you are using the GOG version.
Thanks for the info, Webbstre!
