Are the "DOS commands" that the manual states are required for script changes-changes that are necessary for fan levels to work right- capable of being run in a standard windows command prompt, or is dosbox required for them to work?

If yes for the windows commands, then how do I open the command line in a particular folder? It's been replaced in the context menu with the shitty powershell, as shown in the attachment.
