Aa far as Unfinished Business and Golden Mask are concerned, you can freely download them from the web and these two will work like a charm with GOG release.
The Lost Artifact lacking is the only real issue, as this has never been released as freeware.

Legal issues, always technical or legal issues but usually legal issues, why the vast majority of games that would likely sell well are missing. Square Enix might not care enough to sort out the legal issues.
