The rumble feature on the controller is restricted to the game, if theres no feature to turn it on in the option screen then sadly you cant get it in the game
Ah, bummer. I was hoping someone may have made a driver layer software that interprets the rumble movements to the 360 vibrations. *dreams*.

Nah its a shame realy mabie theres a toca mod out there somewhere that adds the rumble feature to the game, but with the windows xbox acesseries driver it already adds rumble support aslong as the game has it, this usually means games before the xbox 360 came out dont have rumble features in their game since people used the crappy 3rd party ones or stearing wheels.
You can use the XBCD driver for 360 controllers. I have a modified Xbox S controller and it has rumble support in TOCA3. Same driver and program, so it should work, though I don't have a 360 controller handy to test.
