Try to add "To the moon.exe" (RGSS player) to the DEP exclusion list. It worked for me.
control panel \ system \ advanced settings \ the settings button in the performance box \ data execution protection.

Just wanted to say that these instructions got the game working for me as well. (Windows Vista)
Anyone with Windows 8.1 know how to fix this? :( The DEP solution doesn't change anything.
can we get this on the troubleshoot page?
Sorry to necro this thread, but I found a solution that might save someone some time.

The DEP thing didn't work for me either, so I had to start looking elsewhere. Took me a while but I tried turning off Crossfire and the game *immediately* worked. I feel kinda stupid now, but yeah.

If you have 2 Radeon cards, try turning Crossfire off.
