On release, the recommended specifications talked about a 200 Mhz CPU, 32 MB RAM and 8 MB video card memory.

Today, the minimum requirements are 1.8 Ghz CPU and 512 MB RAM.

What changed?

Is this version emulated? Do the requirements rise exponentially, when you use higher resolutions? Or are GOGs requirements simply for the non-hardware-accelerated mode?

There is no emulation; Thief Gold and Thief II are still running natively so should work fine on just about anything.

GOG often lists higher system requirements for some reason, perhaps to be on the safe side; many games' minimum requirements weren't all that playable, and some older recent systems (e.g. ones with older Intel graphics) don't run some older games as well as you'd expect for hardware that is so much newer.

to run a game properly, you must first run the operating system properly. and seriously, I wouldn't want to run any modern OS on anything slower than that - even winxp would be dragged down by such old hardware.
GOG simply uses 1.8ghz 512mb as the universal minimum requirements for many older games, but as you guessed, it's usually pretty far from the actual requirements. In case of the Thief series, they were released the same day, so they probably just copypasted Thief 3' requirements to the other gamepages.
I'm currently using a PC with more or less the same specs, and can assure you neither T1 or T2 require that much power. Deadly Shadows however runs a bit slugghish, even on low settings.

For XP Pro that would be only another 233 Mhz CPU and 128 MB RAM.
For 7 it's 1 Ghz + 1 GB RAM.

Maybe it's time for a small note.
there is a difference between "minimum requirements to run the system" and "minimum requirements to actually use the system". trying to run xp on anything slower than 1.5GHz cpu and 512mb ram is like smoking - it can cause cancer.
