Why doesnt theme hospital come with CorsixTH pre-installed?
Because it's not an official EA product, needs permission from its own devs, and can have no guarantee that it will work.

To further elaborate, Re-Volt pub We-Go tried this with the Revolt Reloaded (later RVGL) project, which caused ire from all sides.
