I have the crossbow slowdown skill fully upgraded but instead of slowing the aiming down it actually speeds it up

Okay two things:

1. Do you have the skill equipped in a skill slot? If not it does nothing.

2. If 1) was irrelevant: Try using the verify/repair function in the GOG Galaxy client (given that you are using this).
