Blood and Wine, just like Hearts of Stone, is completely self-contained, so a previously made saved game will work just fine. The only unanswered question so far is at what level base is it set -- HoS was set at around level 30, with a new game dropping you in at level 32.

It's an expansion pack; it builds on the existing game, just like HoS. No developer in their right mind would lock you out from previous saves, not unless there was a specific reason to do so, and there's not the slightest hint that this is so. I think it's fair to say that saved games that do not contain missing content (mods etc.) will work just fine.
