Is it possible to transfer a save from the standard edition of The Witcher 3 to the GOTY edition of the game? I believe it is not possible on the consoles, but is it possible on the PC?

Yes. It is exactly the same game, and the GOTY has all of the prerequisite DLCs should they have been used in the standard saves.

I do not want to start new topic so I will permit myself to write here.
I have started to play the game on Steam by family sharing feature. I liked the game so I wanted to own mine on GOG platform.
I have already spent a lot of hours on the game so I do not want to loose the progress. Is there any chance to continue my play on GOG?.
Can I just transfer my saved files between folders on my hard disk?

The game saves should be exactly the same, since they are created by the game itself, not Steam. You can add a GOG version to Steam and it will work, so I see no issue whatsoever. Just be sure you have the same DLCs installed.

I suspect that the way my family member did was step by step. First he bought Wild Hunt then the rest of DLC's as they were released - anyway he's got everything - so do I. It means that I have to follow the same path or I can purchase GOTY version?

Purchase the GOTY edition. It's a single installer and has everything included.

I thought you wanted to "continue my play on GOG". That's what I answered you on. To add a game to steam it has to be installed. Once you do that, in Steam you go to 'Games >> Add a non-Steam game to my library' and point it to the game executable, which for the Witcher 3 is:

..\The Witcher 3 Wild Hunt\bin\x64\witcher3.exe

Download another 50GB (full game) from GOG and install the game in another folder then add witcher3.exe file to my steam library?

If you want it on Steam you must. You can't add a non-Steam game that does not exist.
