Have you applied the filter up above? Sometimes it takes GoG a while to actually put your gamr in your library. To which a quick restart of it will do the trick. Worked for me a few times, give it a try.

Do you use Galaxy? Is the game present in your library on the website?
How did you buy it? Does the game appear in your orders history?

Bought the game of the year edition. Gog WILL NOT let me purchase the expansions because it says I don't own the game. But yet, I just bought it! It wouldn't let me purchase them together ever. Im trying to buy it while it's on sale. But it refuses to let me. Anyone have any idea on what to do?

GOG only allows you to buy DLC if you own the base game.
The GOTY contains the base game plus both expansions, which is why you can't buy the expansions.
The base game for the expansions is The Witcher 3, not The Witcher 3 GOTY.
