akepi: its fine
on a 4400 it has 80cuda cores you will maybe get 10-20 fps if not in huge towns.
Isn't CUDA is a proprietary NVidia technology that works on NVidia GPUs only? Intel HD Graphics 4400 (GT2) has 20 Execution Units, not CUDA cores. See some discussion about HD4400 specifications here https://communities.intel.com/message/254122

Digital_CHE: Just for the record: This game runs fine at 1080p, with everthing at maximum, on my test machine with and Intel Core i3 4160, 2x4GB 1866, Zotac GTX 960 2GB, Gigabyte Z97X Gaming 5, Win 7 pro 64 bit...

Well, not 60fps, but it is playable at 30fps (because of the core i3). If I low the details at High, I have more stable FPS... Soon I'm gonna get a core i5 4690k (I can't afford more).
I'm running it on medium-high (some stuff on low, like shadows and water, some stuff on high-ultra like textures) a rig with a AMD A6-6400K (3.9 Ghz dual-core), 560TI 2GB OC and 8 GB ram.

I will upgrade my rig with a quad-core AMD soon (Athlon X4-860K, 3.7 Ghz).

Oh, fyi: I play on 1440x900 resolution (max resolution of my monitor).

A 960 is indeed fine for 1080p

HairWorks is obviously off but everything else, HBAO+ etc no problem.
There is no difference between high and ultra textures.
I limited frames to 30 and turned on Vsync, looks best to me.

I play this game too on a G1820 it is a celeron dual core for 40 dollar not even that
tried it on gt430 (96 cuda core )
on gtx 560 (336 cuda cores)
and now my new card R9 280x (2000 something streaming cores ) yes amd instead but it was cheapest between my choices)

all playable even with this cpu.

I think the hd 4400 is a bit like the gt430 so it must be playable not sure.
so i can play witcher 3 without lags on my pc with intel i3 and intel hd 4400

Everything at maximum?
Does that mean HairWorks is enabled too?
Woah, I didn't know there was such a big difference between 760 2gb and 960 2gb O_O. I am running in on a i5 4670, 8gb ram and GTX 760 2gb and i am getting 30-40 fps on Medium O_O :D . (Haven't tried it since Nvidia released the latest drivers, maybe that will get me to high *praying* .)

I get 30 (full towns) - 50 (at the sea) fps with the latest NVIDIA driver with an i5 3570, 16 gb RAM and a GTX 760
2gb at 1920x1080 on high settings without hairworks.

I got about 4 fps less with the older 347.88 driver (high without hairworks) and had to use medium Settings with the witcher 3 game ready driver (which was obviously worse for my card).

HairWorks disabled.

I see.

I wonder if we could keep the same FPS with HairWorks enabled once the game supports DX 12. That would be awesome.

Well I guess that's my problem :D. I was using the Witcher 3 Game Ready driver. XD

Edit: Well, i updated to 1.05 and latest driver and now i'm getting more or less the same FPS as you ;3 ! Constant 40+ fps out in the world, 30 in cities and 50 at sea.
