I've played the game for ~21 hours or so and I've noticed stuttering here and there and I've gotten over it but it's really getting on my nerves lately when I went into more crowded areas of the map and when there is a higher number of NPCs on screen. Even without that the FPS cuts itself like crazy, in the woods it goes from 60 to 59 and in crowded areas sometimes to 45 but not in a nice transition, but a cut that freezees my screen. Does anyone know a fix or has similar issues?
Specs:
Ryzen 2600X
Nvidia GTX 1080
8 GB 2400 RAM

I have a gtx 1080 too, and work ok at me, maybe try verify/repair in galaxy...
One thing to try is to disable the Galaxy overlay. That has caused problems for a lot of people. Though, I must say, 8GB of RAM is not a lot.

Your rig is perfectly capable of running the game on stable 60 fps while maxed out on a FullHD resolution.

Before all, check the FAQ pinned on this forum.
https://www.gog.com/forum/the_witcher_3_wild_hunt/faq

If nothing works than you could pay some attention to the following.

1.As of late all owners of AMD GPUs experience lag/stuttering and graphical glitches, due to the release of the latest drivers, being unoptimized for The Witcher 3.
https://support.amd.com/en-us/download/desktop?os=Windows%2010%20-%2064

2.Unhindered compatibility of the new generation of AMD Ryzen CPUs with a Win10 OS requires a BIOS update.
https://www.pcworld.com/article/187437/software/how-to-update-your-bios.html

3.Owners of NVIDIA GPUs can refer to the release notes of the latest GPU drivers, for any issues.
http://us.download.nvidia.com/Windows/398.82/398.82-win10-win8-win7-desktop-release-notes.pdf

4.Always make sure you are using the latest GPU drivers compatible with your system.
Assuming that you are using a Windows 10 OS, be advised that any Windows updates as of late (6 months) are known to reduce gaming performance, cause input lag and stuttering or require uninstalling the GPU drivers and reinstalling them, in order to function properly.

Even though the above rarely happens anymore, crucial files of your GPU drivers can be deleted or corrupted by new Windows 10 updates.

Let us know if you solved your problem. Good luck.

Will try to do that as soon as I'm able.
UPdate, looked into all of em, nothing helped, even tried setting pre-rendered frames to 1 and limiting the fps to 59 but it gave no fix.
P.S. The only thing that runs fine is low settings it seems, and on this PC, that's not acceptable.

Now the problem is displaying itself no matter what graphics settings I put on...

Slick_JMista: play it without GOG galaxy enabled. It works for me.
When did you do all of them you monster?!!
Anyway. Always check the FAQ.
I advice you to redo the list step by step and with more care.
I would like to note on what Slick said, that The Witcher 3, installed through GOG Galaxy can be started without running GOG Galaxy prior, directly via the witcher3.exe.

Tried that, the same thing is present sadly.

Can you run the game on compatibility mode (Windows 7) real quick for me?

Didn't help, starting to think that it's not reserved for the game, because I see it on every game I install. And it's a brand new PC.

I believe you need an older OS than....
for me, as long as i open the game, my frames just drops drastically and i put it at high priority, its like watching a slide slow when playing, it also freezes for a moment sometimes
