Since you're asking here I guess you already tried reloading a save close to that and restarting the game or walking to a far away place and come back (ingame of course).
If it's always the same textures affected by it it might be a that some of the games data are broken, so repairing or reinstalling might work (you can keep the save files).
If it always happens at differnt places and it wasn't there from the beginning something outside of the game is interfering with it. In that case you should think about if you installed or updated something before it first occured like a new driver.
