I've stumbled over a bug in the quest "Reason of State" and also found a way to solve it. Just thought I should let you guys know as well.
Problem:
After killing Radovid and deciding to help Roche against Dijkstra Geralt can neither attack, nor can he cast any signs.
Solution:
Just let your companions (Roche, Ves, etc) fight against Dijkstra's thugs, they can beat them w/o your help. After the fight everything is back to normal.
