I've been playing the GOG version since launch, and it has worked fine. Since a bit of a break, I came back to play Blood & Wine and my RTSS display and frame cap suddenly no longer work. Can anyone help?

I've reinstalled Afterburner, created a profile for Witcher3.exe, and ensured that "enable 64bit support" is checked. If anyone who's had a similar problem can chime in with a solution, I'd be grateful.

Well I solved it, so I'll put my solution here to help future people who may google it.

I uninstalled the Rivatuner app, and chose DO NOT SAVE SETTINGS when prompted. After reinstalling it, it works fine again. A setting must have been changed somewhere along the line, and starting fresh did the trick. Hope this works for you, person from the future.
