Hello!

This is my second playthrough and I don't remeber this quest. This is Velen, near Crow's Perch. And it's bugging me - is it bug (it would be so cool if it's a quest!)?

It's kind of a bug. I have seen it once, when I had mods installed. With no mods installed I have never seen it. Therefore, I can only surmise that it is caused by some mod or other.
