So, I've basically reloaded from the time I enter Novigrad like twice at this point and done every main quest again, saving "Matter of Life and Death" for last. But both times, "Now or Never" never appeared. I would really like to finish Triss' quest line for the game, and I kinda refuse to move forward until then. Anyone else have this issue? Know what causes it? Is there a fix?

Is there something I should be seeing that I'm not? On my last game, the quest popped right after completing "Matter of Life and Death." Seems no manner of questing in Novigrad after or before that quest can make it appear now.

The quest does not just 'pop up'. After you've completed 'Matter of Life and Death' you have to visit Triss in her hideout. She will trigger Now or Never.

Then why is it when I visit Triss' house the only dialogue options are to ask her how she feels? Further, now that I think of it, I'm actually not getting the "Redania's Most Wanted" quest either, pretty sure that is triggered after taking out Whoreson Junior at the behest of Radovid.

Hang on a minute. You said "I enter Novigrad like twice at this point and done every main quest again". Which is it? Have you actually done 'Get Junior'? You are supposed to get a message (letter) from Triss after speaking with Radovid.

Like I said, I've done every main and nearly ever side quest, including "Get Junior." But upon killing Whoreson, nothing happens. I'm simply prompted to find a boat to Skellige. Is someone supposed to show up and hand the letter to me? Is there any given location this person is supposed to show up? I've done the quest before on my last playthrough but don't remember very well how it's triggered.

If you've finished the Junior and Redania's Most Wanted questline and speak to Radovid, a messenger turns up and gives you a note from Triss. You don't have to go anywhere, they just turn up.

I think the Now or Never quest is supposed to trigger after Matter of Life and Death. Matter of Life and Death triggers after the quests for Djikstra is finished.

I don't remember any messenger :/
Just Triss telling me she has something to say and to come to her house sometime so she can talk to me about it.

I can only conclude this must be some kind of glitch... damn... Guess it's not too early to start over. Just getting a little exhausted of Velen/ White Orchard hah

Maybe you should ask for a save file from someone? Somebody's gotta have a save around then they could share.
