OK. I'm probably being dense... I've downloaded NG+ and I have v. 1.08.2. I do not have a completed game in v. 1.08.2 and tried to use an older completed game, but that didn't work. Said the game was not completed. Does the NG+ need a completed game in v. 1.08.2?

No, it does not. It does require that you complete the very final quest. For example, with a witcher Ciri ending that means going to the Nilfgaardian camp to get the sword you give her, then wait until the game plonks you back in Kaer Morhen. SAVE YOUR GAME THERE, and use that one.

As Hickory said, the key point is that you need to save your old game again. Otherwise, there is no way for the game to recognize that this is a NG+ compatible save. This is explained in the "tutorial" section of your glossary in game.
