I played a bit of Witcher 3 on PS4. In enjoyed it, but the low framerate made the game harder to enjoy for me. However I recently got a laptop powerful enough to play the game at 60fps with a mix of medium and high settings (shadows low). One problem, though, is the almost constant micro stutter, which as I have gathered from all the research I've done, has been a big problem ever since the game's release. To my dismay, however, even after applying pretty much any fix under the sun to try and fix it, it still stutters. I have tried:

1. Playing around with and lowering graphical settings
2. Lowering the resolution; I play at 900p and 720p actually has worse stutter, even lower res has even worse stutter etc.
3. Disabling in-game V sync and applying Nvidia Control Panel V sync; the game seems to outright ignore any changes I make in the control panel. With in-game V sync off I get screen-tearing regardless of control panel settings.
4. Disabling V-sync altogether; micro stutter actually reduces significantly, though not completely, and who wants to play with screen tearing anyway? Not me.
5. Capping the framerate at 61, 60 and 59 with Rivatuna; again, the game refuces to abide by this change.
6. Running the game as administrator
7. Setting task manager priority to high
8. Disabling GOG overlay
9. Closing Malwarebytes, removing Malwarebytes, removing Bitdefender (only have Windows Defender at this moment)
10. Toying with the mouse settings; I disabled hardware cursor, no dice. Reduced in-game sensitivity to 0.10, re-enabled hardware mouse and adjusted dpi, no dice
11. Plugged in a dualshock 4, which works natively with the game; might be placebo, but panning the camera feels ever so slightly smoother (I heard they patched controller stutter back in the day), but enough stutter is still present enough to cause annoyance
12. Launching the game from .exe and not via GOG Galaxy
13. Launching as non-steam game through Steam
14. Increased TextureMemoryBudget to 1024, half of my card's vram. I was very hopeful that this would do the trick, as a similar fix in DOOM 2016 helped fix that game for me, which I can now run well at 60fps, high settings at 900p
15. Deleted APEX_ClothingGPU_x64.dll from the x64 folder. I was similarly hopeful for this one, but no cigar
16. Setting maxiumum pre-rendered frames to 1; this seems to have been the most widely succesfull fix, however it was already set to this in my control panel, and control panel changes don't seem to do anything anyway
17. Setting power management mode to prefer maximum performance
18. Turn on Lenovo Nerve Sense's "Extreme Cooling" feature while playing; the temperature is only around 60 degrees celsius anyway, and stuttering is the same with this on
19. Updating to the latest Nvidia drivers

And that's about it. The only things I haven't tried yet that I can think of are a re-install of the game, re-formatting my system, and adding an SSD. I'm not gonna do the first two, and I have a 500 gb SSD ready to be inserted into my laptop, but I will do it with a family member with more computer know-how later this week hopefully (because I'm a noob and afraid of breaking something)

I really love this game, but man, the stutter. The game runs at 60fps most of the time, with some dips into the 55s and occasionally 50, and there will be stutter regardless. On some occasions I can stand still on a field during sunny weather and panning will feel smooth, but as soon as it starts raining or there are a lot of people I get stutter while panning and running, and especially riding, at the same time, regardless of the framerate, which is mostly 60fps. If anyone has any idea what I can do to fix it: I beg you. Help. Me. Please. Otherwise, seeing as though nothing seems to work, I will assume it's a feature or that the game is simply broken and play the game regardless and enjoy it as much as possible. It's still better than playing on PS4 for me.

I have microstutter when moving the camera with a mouse, and it is more pronounced when riding a horse than walking. If I use the A and D keys, the camera moves smoothly. And when you factor in that this is on i7-6700K, 16GB RAM, GTX 1080 FE and @ 1920x1200 ...
A few years ago I had this problem with a lot of games. I spent hours in total googling for a solution. In the end, it turned out that with somewhat more intensive games, it was pushing up the temperature of my GPU. This problem was being made much worse by the fact my GPU was full of dust. Me and a friend cleaned it all out and it fixed the problem.

This stands out to me since you mention you have a laptop, and overheating is a big problem with laptops.

Maybe this game just wasn't built for mouse and keyboard after all. That's a shame. I was quite beginning to like kb+m in this game. But I'll probably try to switch to using my dualshokc 4 again and see if the game likes that better.

The laptop is brand new, so no chance of there being much dust and dirt already. Though I'll certainly find out on friday when I crack it open to install the SSD.
My GPU isn't overheating. With Witcher 3 it hovers around 55-62 degrees celcious, and I have an "extreme cooling" feature in Lenovo Nerve Sense that I turn on once in a while when I play, sometimes for several hours. But even without extreme cooling the performance is pretty much the same. Though I'll take your advice and keep an eye on the temperature just in case.

Okay, let's try to revive this:

Installed Witcher 3 on a new rig, I get the stutters.

I7 7820 HK @3.6 GHz
64 GB of RAM
GTX 1080 SLI

tried the 19 solutions it seems.
Just for the fun of it I deactivated SLI, so no one can slap the typical "It's because SLI".

It runs smoothly at ca 90-110 FPS on Ultra everything, but the framerate drops to 30-50ish when I turn the Mouse just for a moment, or when I run through a crowd. I've been at this for roughly four hours now and out of ideas.
Try this and see if you get the same results I did:

To anyone using an AMD GPU, it might be useful to take a look at the steps mentioned below.
1.Turn off V-Sync in game.
2.Go to the game's profile on Radeon Settings and enable "Enhanced Sync".
3.(Optional) Set the frame rate cap to 60 fps.
I do not have knowledge of the respective settings on Nvidia's GPUs, but provided your GPU has adequate VRAM for your selected settings and your setup has at least 8GBs of RAM, any annoying stuttering while rotating the camera or fast moving through the world can be eliminated.

When I launch the game from GOG or directly from the .exe file I experience this type of stuttering whenever I pan the camera whilst moving, despite maintaining 40-50 FPS (apparently).

However, when I launch from NVIDIA GeForce Experience I have no such issues and the game runs smoothly.

I have no idea why this is, but it might be worth a try if you have that app.
