Just checked in my game library via my browser and there are 21 parts listed for offline download plus all the extra patches. Are you looking via your browser or through Galaxy?

That's odd. I've got the Complete Edition so maybe that is the difference. Probably best to contact GOG support as it looks like they have got something wrong somewhere.
