I have Sync issues with the game, i finish the story with almost 96 hours, one day i uninstalled the game for a while, when I downloaded it again and played my level and equipment disappeared. EVERYTHING. I appear in the last place where I saved the game but with beginner equipment and level 8.

Uninstalling the game should not have automatically deleted your save game data.
If I'm not mistaken, a backup copy of saves data stored in the cloud can be downloaded from Galaxy in the "Extras" section for the game.

yeah i did that, but it still doesn't work, the download progress only looks blue and with the symbol -/- MB

That might imply there is nothing in the cloud. Are you sure you have never disabled cloud saving in Galaxy?

Anyway save game data are stored in %USERPROFILE%\Documents\The Witcher 3\gamesaves\, is there anything in this directory?

Yeah, i never disabled the cloud Sync in Galaxy, But i dont have that folder there´s nothing :( i search it in WIn+R
Its very strange cuz The launcher do the Save, I always saw the logo "Save" when i was close the game
