Hey, i've tried everything to enabled the console command i added the required line in both general.ini and the engine.ini file. Even tried installing a mod to enable but i can't seem to toggle it on tbh. Any help would be appreciated thank you kindly in advance.

In your ...\The Witcher 3 Wild Hunt GOTY\bin\config\base\ general.ini is all that's required.
Maybe check you haven't added spaces where there aren't any.
