attached a screen shot. this is with Win 8. I selected always on top. Don't know why task bar is showing but it wasn't when i hit print screen.
you may also want to run msi afterburner it has pretty neat monitoring options. it don'nt show the cpu Freq. but it can show the temp and load as well as system memory usage, in real time graph. aside from complete monitoring of your GPU.
Try also what PHiLiPZ_svk is suggesting.
These are your means of figuring where your issues are coming from
Mine as you can see on the attachment image runs on i5-4460 (3.2Ghz, base clock, 3.4-turbo). the load is similar to yours, as shown in the graph on MSI Afterburner. Although cpu temp is not exceeding 60 celcius. GPU is reference cooler GTX 980, so it doesn't expel hot air inside the case. 8G memory at only 1600Mhz DDR. This is a Dell XPS 8700, stock power supply 460warrs peak. No stuttering and all settings ultra, with hairworks on. Though i never get solid 60 fps, it rarely dip below 40fps. at 1080p. GPU memory never load more than 1.8Gb. So with the gtx 970 you should get performance closely similar to mine
